As per the OM released by MSDE dated 11.03.2024, there will be a shift from bank-based payments to Aadhaar Payment Bridge System (APBS) for Direct Benefit Transfer (DBT) disbursements to apprentices under the National Apprenticeship Promotion Scheme (NAPS. 2.0) starting from 01st April 2024 payroll.

Please find below the key points to be noted:

  • Effective Date: The transition to Aadhaar seeded DBT will commence from 1st April 2024 for new contracts signed under NAPS.
  • Checklist for candidates to avail DBT under APBS system:
  1. Starting from “Effective date”, it is mandatory for all new candidates applying for apprenticeship opportunities under NAPS to have their bank account seeded with Aadhaar.
  2. The bank account must either be a Jan Dhan account or an account in any scheduled commercial bank, payment bank, Regional Rural Bank (RRB), or Cooperative bank.
  3. Account should not be a current account or a loan account.
  • For Existing Apprentices / Ongoing Contracts:

a.       NAPS Contracts: For apprentices currently undergoing training under NAPS, it is compulsory to seed their bank account with Aadhaar immediately. DBT will not be disbursed till this activity is complete.

b.      Non-NAPS Contracts: Aadhaar seeding is not compulsory, but advisable.

  • Transition Period: From 1st May 2024, the DBT payment will be temporarily paused for 15 working days to facilitate the transition to the APB system. During this period, no DBT payments will be made. DBT payments will resume from 16th May 2024 through the APB system.

It is urged to ensure timely compliance with these guidelines to avoid any disruptions in DBT share payments through APBS.
